Government has developed its own system that assumes or presumes that you are consenting and playing along until you say otherwise. Here are ideas to make it clear that you are soverign and are not playing along with government violence.

Use their system to prove you aren't part of it.
You can use their administrative process to create a document that proves you are not a subject of their system. You send the local government agencies a notice of standing and give them an opportunity to respond. If you use a Notary to get a Notary Certificate of Dishonor, you can take it to a judge to review the process and make a judicial determination. That set a precedent in their system.
